The Coordinating Council is the governing body of OBCI. The Coordinating Council represents a diverse coalition of groups that are interested in bird conservation, that guide and coordinate OBCI activities to ensure successful implementation of OBCI goals. Specifically they develop the rules and regulations for the group, approve new leaders within the organization and make any governing decisions. The Coordinating Council currently includes 27 organizations:
